Julie Robertson Baker, MEd, CGAC, CAP, CET, SAP, Administrator
Certified Addiction Professional and Certified Gambling Addiction Professional, Julie has a BS degree from Wilmington College in Delaware and a Master's of Education from AIU. She has over eighteen years of experience in mental health and substance abuse and has specialized in working with youth under the age of 18.  the office staff, both clinical and administrative. She is certified in the IPN program. She conducts supervision for both CAP and CGAC programs and conducts DOT/SAP evaluations. Currently, Julie is taking classes to obtain Forensic Psychology. She also completes credentialing packets for other providers.

Moe Bility MS, MBA, Clinical Director 
Moe has over fifteen years’ experience in the Human Services field with the objective of meeting human needs through an interdisciplinary knowledge base, focusing on prevention as well as remediation of problems, and maintaining a commitment to improving the overall quality of life of the serviced population.

He has served as a technical subject matter expert with Maryland’s Department of Human Resources Child Welfare system; specializing in promoting improved service delivery systems by addressing not only the quality of direct services, but also by seeking to improve accessibility, accountability, and coordination among professionals and agencies in service delivery for youth ages 14 to 21.

Moe has extensive experience in providing case management, substance abuse counseling, as well as assessing adults and youth in the private sector, through a government agency serving the general public and the criminal justice system.

Moe serves as  a motivator, empowering clients through client-driven services. He has the ability to collaborate with multidisciplinary team members to assess, formulate, implement and modify individual strategies helping clients reach their goals.
